1. Alice sends Bob a draw message.
2. Bob sends Alice an accept message.
3. Alice sends Bob an approve message.

As the result of the above, the i-WAT ticket drawn by Alice is handed to Bob.

Alice and Bob need to have each other's trusted public keys.
